County Operations Disrupted After Quorum Court Blocks Funding

Judge’s Office Left Without Email Access, Vendors Unpaid, and Services Delayed Following 8–Vote Denial

Because of these votes, the County Judge’s Office has been left without the funding necessary to maintain essential operations. As a direct result, our Google Workspace system, which manages all official county email communication, has been inactive since October 1, 2025, severely limiting our ability to communicate with departments, vendors, and the public.
Furthermore, the lack of appropriated funds has prevented the Judge’s Office from issuing timely payments to numerous vendors and service providers who support county operations. These include:
Mr. Bixler, who provides lawn care, planting, and other maintenance services beyond cleaning, as well as Quattlebaum, Grooms & Tull PLLC, Kansas State Bank, Bowman Pest Control, DeBose Technology, Terry Wynne, Pine Bluff Downtown Development, Lowe’s, BSG Communications, AT&T, Landmark, Health Advocate, and other vendors and partners who have continued to provide critical services under difficult circumstances.
The funding request submitted to the Quorum Court sought a transfer of $575,751.06 to offset negative balances and ensure continuity of essential county operations. The requested appropriations were as follows:
County Judge (Fund 1000-100):
• 1000-100-2005 – Food: $242.09
• 1000-100-2007 – Fuel and Lubricants: $100.00
• 1000-100-3001 – Accounting and Auditing: $7,000.00
• 1000-100-3003 – Computer Services: $62,534.36
• 1000-100-3009 – Other Professional Services: $87,123.26
• 1000-100-3023 – Internet Connection: $1,841.93
• 1000-100-3090 – Dues and Memberships: $11,838.50
• 1000-100-3102 – Computer Software Support & Maintenance: $10,185.14
• 1000-100-5003 – Note Principal: $53,148.87
• 1000-100-5004 – Note Interest: $230,000.00
Buildings and Grounds (Fund 1000-108):
• 2022 – Plumbing and Electrical: $5,817.50
• 2023 – Parts and Repairs: $15,652.52
• 2024 – Maintenance and Service Contracts: $90,266.89
Total Requested Transfer: $575,751.06
This funding was intended to correct existing shortfalls caused by the lack of appropriations and to ensure the county could continue to operate without interruption.
It is also important to note that similar funding denials in the past have directly caused significant operational disruptions across county offices. Additionally, certain members of the Quorum Court have consistently engaged in conduct that disrupts and confuses the proceedings, disregarding the legitimate needs of the county in favor of personal agendas that serve only to create division and public misunderstanding.
We want to extend a sincere public apology to all vendors, service providers, and partners who have been affected by this delay in payments. We recognize the strain this has placed on their businesses and deeply appreciate their continued patience and professionalism during this period.
It is also important to note that similar funding denials in the past have directly caused major operational disruptions across county offices.
